He holds a degree in Economics from the University of California, Berkeley, the NSSTA certification as a Certified Structured Settlement Consultant developed in conjunction with the executive program at the University of Notre Dame, and the designation of a Registered Settlement Planner through Texas Tech University.

Paul served a member and the chair of the City of Mountain View’s, Environmental Planning and Parks & Recreation Commissions. He served on an advisory committee that looked at land re-use issues when Moffett Federal Airfield was taken over by NASA, and he was the first elected community co-chair of the environmental cleanup Restoration Advisory Board for this site.
